ENGLOBE’s strategic interest in the Turkish market and in AIIB international programs
ENGLOBE has submitted its Expression of Interest for the Istanbul Seismic Risk Mitigation and Emergency Preparedness (ISMEP) Program, one of the most prominent international initiatives dedicated to large-scale urban seismic-risk reduction. The procedure, financed by the Asian Infrastructure Investment Bank (AIIB), concerns feasibility studies and the design of seismic-retrofit interventions for up to 60 public buildings across the city of Istanbul.
This initiative represents a strategic step for ENGLOBE in strengthening its presence in international markets, with particular attention to countries equipped with structured programs for seismic-risk mitigation, heritage rehabilitation, and retrofitting. In this scenario, Türkiye represents a strategic environment, with its history, regulatory framework, and high seismic risk aligning well with the capabilities of a group specializing in integrated design and complex public-building upgrades.
Scope of work: vulnerability assessments and design of interventions
The request for Expressions of Interest covers a multidisciplinary service that includes:
- Vulnerability assessment of the entire area, through analysis of available data, in-situ testing, and targeted technical investigations.
• Preliminary and final design of seismic-retrofitting interventions, including architectural, structural, mechanical, and electrical design, as well as cost estimates and bills of quantities.
• Preparation of technical specifications, design drawings, and tender documents using the most advanced retrofitting techniques compliant with Turkish seismic regulations.
• Comparative cost analysis between retrofitting and demolition/reconstruction, with evaluation of the technical and economic feasibility for each public building.
The project focuses on building types of high social priority, including schools, hospitals, and public offices, which form the backbone of the city’s emergency-management system.

Next steps
Submitting the Expression of Interest represents the first stage of the selection process. If shortlisted, ENGLOBE will submit its complete technical proposal in accordance with the QCBS – Quality and Cost Based Selection procedure required by AIIB.
