A strategic commitment to ADB multilateral programs
ENGLOBE has launched a detailed review of the Asian Development Bank (ADB) programs for the seismic reconstruction of Armenian schools and has shown interest in the planned intervention for Voskehat Secondary School under the Seismic Safety Enhancement Project (SSEP).
Engagement in such initiatives represents an important step in ENGLOBE’s international strategy, which aims to operate consistently within Disaster Risk Reduction (DRR) programs, educational infrastructure development, and activities supported by multilateral institutions.
The SSEP program and prospects for technical intervention
The SSEP, financed by the Japan Fund for Prosperous and Resilient Asia and the Pacific, complements the ongoing Seismic Safety Improvement Program (SSIP), which aims to enhance the seismic safety of dozens of Armenian schools through retrofitting, partial reconstruction, and structural strengthening.
The project for Voskehat Secondary School, detailed in the Social Safeguards Due Diligence Report, includes:
- structural strengthening of foundations, walls, and floor systems;
- full upgrade of MEP networks (water, power, heating, sewage);
- improved accessibility through ramps and elevators;
- rehabilitation of auxiliary buildings and outdoor spaces;
- application of ADB guidelines on environmental and social safeguards, GRM, and public consultation.
These are complex, high-value technical interventions that align perfectly with ENGLOBE’s expertise in integrated design and structural safety.
Why Armenia is an area of interest for ENGLOBE
In recent years, Armenia has launched an extensive plan to improve the resilience of its school infrastructure. ADB programs (SSIP and SSEP) stand out for their direct impact on student safety and their strong institutional capacity-building component.
ENGLOBE recognizes in the Armenian context:
- the high technical value of the interventions;
- a rigorous approach to seismic-risk mitigation;
- a structured multilateral framework with ADB oversight and advanced technical standards;
- an opportunity to contribute to the modernization of school infrastructure in a highly seismic country.
Next steps
ENGLOBE will continue to monitor ADB initiatives in the seismic and educational sectors and will evaluate participation in future formal procedures, with the goal of providing integrated expertise in architecture, structural engineering, MEP systems, and risk management.
