A Strategic Opportunity to Strengthen Institutional Relations and Open New Operational Perspectives in Libya’s Infrastructure Sector
The Italy–Libya Economic Forum, organized by the Italian–Libyan Chamber of Commerce in collaboration with local and international institutions, took place in Benghazi from June 24 to 26, 2025. The initiative brought together government representatives, local authorities, companies, and infrastructure-sector stakeholders to strengthen economic cooperation between the two countries, with a particular focus on urban reconstruction, residential housing, public infrastructure, energy, and logistics.
ENGLOBE’s Participation
ENGLOBE took part in the event as a multidisciplinary technical operator active in integrated design for international markets, with a particular focus on urban development programs and the regeneration of civil infrastructure in North Africa. Participation in the Forum made it possible to strengthen institutional relationships, gather first-hand information on concrete opportunities, and initiate dialogue with strategic stakeholders, including:

Libyan agencies responsible for urban planning and post-conflict reconstruction

Representatives of the Ministries of Housing, Transport, and Education

Business delegations from Tripoli, Misurata, and Benghazi

Italian companies already operating in Libya in the construction, energy, and services sectors
Key Topics and Operational Perspectives
During the plenary sessions and B2B meetings, several areas of converging interest emerged:

Housing and urban regeneration: local authorities are promoting projects aimed at restoring and expanding the residential building stock, with a focus on prefabricated, resilient, and sustainable solutions.

School and healthcare facilities: a strong need has been identified for the reconstruction and expansion of public buildings dedicated to education and healthcare, in line with international standards.

Logistics, ports, and transport networks: coastal cities—Benghazi in particular—are seeking to strengthen strategic connections with Italy and the Mediterranean through integrated projects.

Access to multilateral financing: several programs are co-financed by international funds, including UNDP, the World Bank, and the Islamic Development Bank, with a strong demand for certified technical expertise.
Conclusions
ENGLOBE’s participation in the Forum confirmed the growing relevance of the Libyan market for Italian engineering and architecture firms. In particular, opportunities are emerging to:

participate in public tenders and projects financed by international donors

offer integrated design services through a flexible, modular approach tailored to post-conflict contexts
ENGLOBE intends to continue its internationalization pathway, including participation in future technical missions and industry events across the MENA region.
