The event was promoted by <strong>OICE<\/strong> and <strong>ACEN<\/strong>.<\/p>\n<p>The initiative brought together designers, representatives of the <strong>Soprintendenze<\/strong>, construction companies and institutions to discuss intervention strategies for Italy\u2019s historic heritage, a topic that combines <strong>structural safety<\/strong>, <strong>protection of cultural heritage<\/strong> and <strong>sustainability of consolidation works<\/strong>.<\/p>\n<p>The program covered the entire day with two technical sessions dedicated to <strong>\u201cSafety and Protection of Historic Heritage\u201d<\/strong>, preceded by institutional greetings that included, among others, the Mayor of the Metropolitan City of Naples, <strong>Gaetano Manfredi<\/strong>, and the Head of the Department for the Protection of Cultural Heritage of the Ministry of Culture, <strong>Luigi La Rocca<\/strong>.<\/p>\n<p>Among the case studies presented during the first session, the speech by <strong>Engineer Pietro Paci<\/strong> brought to the audience\u2019s attention the restoration of <strong>Palazzo Perticari in Pesaro<\/strong>, carried out between <strong>2014 and 2019<\/strong> on behalf of the private owner, with the participation of <strong>ENGLOBE soc. cons. a r.l.<\/strong> through its consortium member <strong>Studio Paci S.r.l.<\/strong><\/p>\n<\/div>\n        \t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4d499ec elementor-widget elementor-widget-heading\" data-id=\"4d499ec\" data-element_type=\"widget\" Perticari-Signoretti, located in the historic center of Pesaro, is an emblematic case of a stratified historic building, where structural restoration required an integrated reading of material fabric, construction system and new intended use.<\/strong><\/p>\n<p>At the start of the works, the palace showed a condition of <strong>widespread degradation<\/strong>, resulting from centuries of transformations and a long period of abandonment.<\/p>\n<p>The main critical issues identified included:<\/p>\n<ul>\n<li><strong>discontinuities in load-bearing masonry<\/strong>;<\/li>\n<li><strong>floors propped up in several areas<\/strong>;<\/li>\n<li><strong>excessive permanent loads on horizontal structures<\/strong>;<\/li>\n<li><strong>deteriorated timber roofs<\/strong>;<\/li>\n<li><strong>deficiencies in structural connections<\/strong>;<\/li>\n<li><strong>localized vulnerabilities<\/strong> linked to infills, niches and flues added over time.<\/li>\n<\/ul>\n<p>Faced with this situation, the intervention was not conceived as a simple consolidation work, but as a process combining <strong>knowledge of the building<\/strong>, <strong>conservation of historic material fabric<\/strong> and <strong>adaptive reuse<\/strong>.<\/p>\n<p>The stated objective was to return the palace to the city by transforming it into <strong>spaces for exhibitions and a library<\/strong>, in line with its historical vocation as a place of culture.<\/p>\n<\/div>\n        \t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div principle of minimum intervention and compatibility with the historic structure.<\/strong><\/p>\n<p>The main interventions included:<\/p>\n<ul>\n<li><strong>reinforced concrete underpinning<\/strong> for the consolidation of the existing foundations;<\/li>\n<li><strong>localized masonry rebuilding<\/strong> using the traditional <em>scuci-cuci<\/em> technique to restore continuity in load-bearing walls;<\/li>\n<li><strong>CRM reinforcements<\/strong>, Composite Reinforced Mortar with fiberglass mesh;<\/li>\n<li><strong>steel frames<\/strong> integrated into the structural arches;<\/li>\n<li><strong>mixed steel and composite metal-deck floors<\/strong>, to reduce weight and stiffen the horizontal structures;<\/li>\n<li><strong>vault consolidation<\/strong> using fiberglass or <strong>UHTSS steel<\/strong>;<\/li>\n<li><strong>galvanized steel roof ring beam<\/strong> for connecting the masonry structures at roof level.<\/li>\n<\/ul>\n<p>Together, these interventions made it possible to address the building\u2019s <strong>seismic vulnerability<\/strong> without altering its architectural layout or the historic readability of its stratifications.<\/p>\n<\/div>\n        \t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4472224 elementor-widget elementor-widget-heading\" complex.<\/strong><\/p>\n<p>The assessment returned a <strong>seismic resistance equal to 74.7%<\/strong> of the maximum demand required by <strong>Italian Ministerial Decree D.M. 14\/01\/2008<\/strong>.<\/p>\n<p>This value is above the <strong>65% threshold<\/strong>, assumed as the minimum reference for the seismic adequacy assessment of historic buildings, confirming the effectiveness of the overall intervention strategy.<\/p>\n<p>According to the <strong>ENGLOBE technical team<\/strong>, the result demonstrates how the consolidation of a monumental building can achieve significant structural performance without resorting to invasive solutions or interventions incompatible with the original behavior of the historic structure.<\/p>\n<\/div>\n structural design<\/strong>;<\/li>\n<li><strong>continuous dialogue with the Soprintendenza<\/strong>;<\/li>\n<li><strong>compatibility of the materials used<\/strong>;<\/li>\n<li><strong>attention to the adaptive reuse of spaces<\/strong>;<\/li>\n<li><strong>control of interferences between consolidation works, building services and decorative elements<\/strong>.<\/li>\n<\/ul>\n<p>The case of <strong>Palazzo Perticari<\/strong>, presented alongside other interventions on monumental assets in Naples and across Italy \u2014 from the <strong>Church of San Francesco in Mirandola<\/strong> to <strong>Castel dell\u2019Ovo<\/strong>, from the <strong>Roman Amphitheater of Ancona<\/strong> to the archaeological site of <strong>Pompeii<\/strong> \u2014 offered a benchmark for understanding how <strong>conservative restoration<\/strong> and <strong>seismic improvement<\/strong> can proceed together, restoring historic buildings to an active role within the contemporary urban
